Default 98 GS 300 won't turn over. HELP!

Hey guys, first post here. So my car stopped working and I thought it was the fuel pump but I replaced that and it still wouldn't turn over. It acted like it wanted to but didn't. So I had a buddy come over with an obd scanner and it brought up Code p1128. So I ordered a new throttle control motor. Still waiting for it in the mail. Would a throttle control motor be the cause of it not turning over? Thanks.

Yes its possible because the throttle body isnt letting any air in at start up, however, it could be the TPS or APPS as well, they all work together.

Press your throttle all the way down to the floor and try to start it and hold it. I bet it will start. Flooring the throttle will mechanically open the throttle rather than electronically.

For shts and giggles, unplug the TPS or APPS and see if it starts.

Just tried all of that and nothing. All though when I do try to start it without holding down on the throttle it seems like It does start very weak and goes to around 500 rpm and dies in a second.
I am getting the buzzing/whirring sound coming from the throttle control motor.

Might sound dumb, but make sure you have a fully charged battery. Low voltages are known to cause issues. Also maybe try resetting your ecu with the jumper method.

I bought a brand new battery the day I installed the fuel pump.
Are there any links showing me how to reset the ECU that way?
