Exclamation Weird electrical problem. (need help)

I have a bit of a problem with my 98 GS300, hope you guys could help.
So today I plugged my phone charger to the power outlet on the arm rest as i do everyday, well after a bit the outlet stopped charging my phone so I proceeded to see what the problem was, there was no power to the outlet. So I figured, great blown fuse!! So I checked and replaced #16 15Amp fuse under the driver side footwell.
Guess what? Still no power. I am baffled, can anyone help with any insight? Thank you.

Did it blow again? If so it's sometimes the metal prongs on the charger that are popped out. I had 4 fuses in a row till I figured it out once lol.
