How much do you think my car values for?
My gs300 has recently gotten a new paint job. The front brakes/calibers have been changed, the rims/tires changed, and the shocks have been changed. I would value it to around 9-10k. But the downside to it that drags me, is that it has 166k miles on it. The engine has headers, a strut bar, and HIDS. Do you guys think 9-10k is too much, or just right.
^^ Agreed. There's a 2002 Sport Design for sale on my local Craigslist with similar miles for $6,300 or best offer. And that's a Sport Design. From the looks of it, it's never been modified. Yours obviously has been (spoiler, painted rear turn signals and clear corners are dead giveaway.) That may not matter to people like us, but for the average buyer it matters a lot.
I may have missed it but I hope you didn't post this type of a question without including the year of the car?
Also, a new paint job is not necessarily a selling point. A new paint job raises questions and makes me wonder why it was necessary.
I'm in the ballpark with the other guys. I think if you live in a metropolitan area, you might get $6-7K. If you live in a more remote area, expect $5-6K.

Unfortunately Gs300 are a dime a dozen. Looks like you have a 98-2000.
Just for comparison,
I don't even expect to get 9-10K for my 1999 GS400. Maybe $7,500-$8500. I have 128K miles on it.
I've done all the suspension parts with Moog and all Forum recommended Polyurathane bushings. NEW refub 17" wheels, New tires. Oem engine and transmission mounts, timing belt at 90K
New brakes. 2003 oem mufflers, cat converters new. Mint paint job. etc, etc
Plan on keeping mines though, It still turns heads and get compliments.

As much as you have into it, the car will only get 5k. Its a shame that these cars are getting into civic money because I'm seeing more and more of them in really bad shape out on the roads (not yours, just in general)
But yeah, shame that many gs's are ending up badly shaped in the road. They're really nice DD cars.
