I came across this article and noticed that they said the steering rack design was changed to reduce the vibration problems. Anybody change the rack to solve the vib problem?

They updated the steering rack design in the later models. I believe the easiest way to tell is to see if there's that big adjustment hex bolt on the bottom of the rack. If you don't, then it's the older rack. If it has it, then you have the newer one. I believe the changeover was like mid 99 year or so.
By the way, vibration problems are 45% tire, 45% suspension bushings/ball joints, and less likely to be anything else. If you have vibration issues, I would check if the tires is unbalanced or if the wheel is bent. If those are good, then start checking suspension bushings and ball joints. They are guaranteed to be worn out on older/higher mileage cars.
