Question 98 Lexus gs400

Hey guys
i drive a 98 lexus gs400 with 150000 miles on it and i noticed that when ( weather/car )is cold and i drive the transmission doesn't shift from second gear to the next gear for a mile or two. even when i try to drive it on manuel ( M ) mode it shows 3 on the dashboard and its beep when i try to shift it up or down. so is that a safety feature or it need to be looked at?
please help

Talked to a friend who has worked for Lexus since day one (first dealership in Chicagoland) and said that is normal.

It is designed to warm up the engine faster.

my wifes RX also does this nd have been told numerous times per mechanics that its fine. Car just has to warm up to a certain temp fluid level.
