Default Radiotor Fan

Hello guys, I have noticed that my radiator fans did not go off during initial engine start up eventhough the engine still cold. I just noticed this few days. I thought the radiator fans was suppose to start when it reached a certain coolant temperature. Did anyone experience this on GS400's 98? I am thinking either the fan relay switch or the temperature sensor #2 at the bottom of the radiotor tank. The fans's kept running all the time. Any suggestion guys? Appreciated.

Both radiator fans?
While the fans are running, disconnect the temp sensor and check if the fans run faster. If so, probably the low speed relay. If not, temp sensor, pressure sensor, plugs, wires or both high speed relays. Simple continuity check will tell you the truth.
