daylights on 98 and 99+

Right, the city lights and DRL's are basically the same thing and serve the same purpose. One runs at much lower wattage and can be turned on or off at will with or without the headlights and the other runs at 50% of the highbeam and is always on( as required 99+ for safety measures), unless you mod them otherwise.

in this case you can always go with a hyperwhite HI beam thus giving you a brighter light, maybe something from PIAA, Im not sure what the number is, if you dont have DRL's then you wont need anything expensive like PIAA since the HI beams wont be used all the time, I have knockoff hyperwhite HI beams that work just fine and my inner headlight houseing looks very blue when there off and the sun hits the car, I have a blue eyed GS hehe

Except for Canadian version, all 98s have no DRL (daytime running lights).

With the release of 99 model, the early models out still did not have the DRL until somewhere before mid of 99 production year.

The fed regulators required this DRL thing in all 2000 model cars but Lexus included it in the 99 model year.

Someone here said that for 99 models without the DRL, Lexus offers an upgrade harness for around $150.

If that will fit the 99, I have a "feeling" it would also work on the 98.

I have a 98 gs400 and my DRL seem to be the headlights. Does anyone know if there is something wrong with my car cuz I've never seen a GS with HEADLIGHT DRLs. Should I go to the dealer and see what they have to say??? Thankx!
