Do your DRL work? They are your high beams at half power.

Are the connections on tight? Check your fuses. There are 2 locations. On a 430 they are by the battery and in front of the drivers side strut tower. Don't know if they are the same with a 300? There is also a relay on the drivers fender and a resister behind the drivers strut tower.

Was any work done to the car? My next guess would be the headlight dimmer switch or the wire harness.

Check the wiring for the high beam circuits. There may be a wire that's disconnected. Check your DRL box to see if it's plugged in correctly. Also, you may want to check your battery. Make sure the terminals are correctly placed, and TIGHTLY bolted.
