20" Wheels Too Tall?

So I put on my new wheels yesterday to come to find out that they actually hit the upper upper control arm thing?? I haven't read of anyone having this problem before, just wondering if anyone has ever run into this. The offsets have been used before, so I'm guessing the 20"s are just too tall??

And as they stated, the tires are too big.

Steering wheel and frontend shakes @ around 50mph
I have had the wheels rebalanced like 2 times, I am wondering if the rims need a o ring (not sure if this is the rightr term) or something else to stable the rims or do I need to get the rims aligned again. They are 20 in rims and I have been have this problem since I took of my 17" Tires are 235 35 20 all around.
