depends on how low you've had the tint. Shouldn't be hard if you just had the tint done. I removed tint on my older cars, and it was pretty hard to get the adhiesive off first time doing it.
grab a razor blade, and start slicing/peeling it off. once you get enough to get a grip on, just peel it off, it should come off in big chunks. get some goo gone for the windows afterwards, and follow up with some invisible glass. you don't need to pay someone money for removing it. save that money for the fixit ticket.
I am in Nor CA, and mine has very very light. The PO put it on, so my guess is about 45%.
I guess I am very unlucky or the police got nothing to do but pull over someone. They don't have nothing better to do? It happended in some nice neighoborhood.
CA doesn't allow any tint, no matter what percentage in the front windows...I'm so glad I moved to TX...its legal
not true. they allow 70% on the front driver/passenger windows. they don't allow tint past the 3" on the windshield. i have the 70% on the front windows, i didn't even realize it for a while until i took a close look.
Grab a blade. Windex. Take it off yourself. Takes about 20minutes. Or go pay about $60 to take it off. I took mine off myself awhile back and it was simple.

California is too strict. 70% isnt even noticable. Its a waste. I have 20% front and 5% rear on my car.
if i were you....i wouldnt rip it off at all. pay the fine, and enjoy it until you get pulled over again... once you get pulled over the SECOND time for it, pay the fine again and keep the tint. repeat as necessary.
