Yes, you can buy the GS430 and associated wiring for the turn signals from Carson Toyota. I put one in my 98 GS.

No, they aren't really rings.... it's paint inside of the bezel. The whole surround is a different color too (which looks better IMO), plus the turn arrow blinkers inside are relocated to a better spot (at least for me) which is why you need the wiring connector.

Just be careful not to pull too hard as the turn signal lights and odo buttons are attached to the cover.Most of us got it from Steve and the price sounds about right.
