Default Parking Assist unavailable

My 2019 Lexus ES350 yesterday when starting was having a hard time starting, like the battery was with low charge, (original battery) well, the car started, but showing notice "parking assist unavailable", I replaced the battery, same notice appears, any thoughts? Can it be the fuse? Where is the fuse for it? This car manual doesn't bring the list of fuses.

After you replace the battery, either you need to re-initiate the parking assist feature or there is dirt, snow, mud or something covering the sensor and it cannot 'see' anything. Have you driven the car for maybe more than 5 minutes? that should re-initiate the parking assist sensor. Or clean the parking sensors.

I drove for a bit and Its working now, notice not there anymore thank you, but the RCTA is not working, is showing an exclamation sign on the left top corner of the screen.

Did you try initializing the system per the instructions on page 223 of the 2019 Lexus ES350 Owner's Manual:
If a battery terminal has been disconnected and reconnected

The system needs to be initialized. To initialize the system, drive the vehicle straight ahead for 5 seconds or more at a speed of approximately 22 mph (35 km/h) or more. Additionally, for vehicles with the Parking Support Brake function, turn the steering wheel fully to the left and right with the vehicle stopped.
If that doesn't work (or hasn't worked), a trip to a dealer service department is probably needed for a fix.

P.S. Fuse diagrams are printed on the fuse block covers. For the instrument panel fuses (inside passenger compartment) it is printed on the outside of the cover and for the engine compartment fuses it is printed on the inside of the cover. The diagrams show fuse position, fuse size (e.g. 10A, 15A, etc.) and a somewhat cryptic label for circuit fused. (The engine compartment diagram also includes relays in the diagram. Both diagrams will include labeled positions which are empty in the actual blocks due to vehicle build configuration differences.)

See page 194 of the 2019 Lexus ES 350 Navigation and Multimedia System Owner's Manual:

Stop the vehicle, and turn the steering wheel as far as it will go to the left and right.

If this does not resolve the symptom, have the vehicle inspected by your Lexus dealer.
Although it isn't the only means of doing it, turning the steering wheel full stop to full stop is the owner level means of resetting/recalibrating the steering position sensor used in determining where the driver is steering the vehicle so the backup camera guideline can be adjusted to show where the vehicle will travel as it is backing up.

It happened to me just this morning for the first time ....arrgh! Also 2019 model. When I started the car engine, it gave a loud sound. And then the Parking Assist is unavailable message came on. I didn't know what to do, so I turned off the engine. I restarted the car, same thing, it gave a loud sound and then Parking Assist is not available message again. I had to go to work and not be late, so I just drove off from the garage.

Why did it happen? My car is clean, the sensors can "see".

This happened to me when I was modifying my car and ran the battery low. After driving about 3/4 of a mile, everything returned to normal and no issues since.
