Default Measuring Brake Pad Thickness

Can measuring pad thickness through the wheel opening without removing it give a close approximation? I'm 70 and no longer own a jack although I'm thinking about buying one for just this kind of problem. I'm going to a new mechanic and would like to know ahead of time that the work is really necessary if he says the pads have to be replaced.

Also if memory serves, worn brake pads do not require any work on rotors unless the pads are worn to the metal, right?

Just had my brakes done all-around last week ($600) and my guy removed the wheels beforehand to check them...I don't think it's possible any other way.

Rotors should always be turned when new pads are installed...at least enough to clean them up a bit or else you risk uneven wear and pedal modulation.
