Steering is stiff only while driving
Steering is stiff on my 2002 Lexus es300
when you start it it feel fine when moving the steering wheel but when vehicle is moving it gets really stiff steering fluid is full

How the issue started in the first place?
What the fluid looks like, was it ever replaced?
Does the car have any acceleration/deceleration issues?
How quickly does it come to a stop if you just release the gas pedal?
For starters, check the tire wear, if it is excessive or uneven, there may be something seriously wrong with your alignment. Same goes for if the car is accelerating poorly and comes to a stop quickly, which can indicate a problem with alignment or brakes.
If that won't help, lift the front of the car up and try turning the wheel with the engine off and with engine on and transmission in gear, if nothing else, it will exclude the engine, transmission and CV axles from the list of possible causes. Then, try slowly turning the wheel while also beginning to move to catch the precise moment when the steering is getting stiffer, which could be useful, maybe...
That's pretty much all I can think of at the moment, it is indeed an interesting issue..
