Default Cooling fan switches

Hi Guys, 99 ES300. Here is my trouble. Fans don't operate unless the AC is on. Car has overheated several times because of this. I tested the lower sensor / switch at the bottom of the radiator and it's showing 0 ohms. so I think it's dead but I was curious as to where the other switch / sensor is located because I wanted to test it. Any idea where that other one is?

Perform the test shown starting on page 23 and report back.

Is the #1 ECT switch the switch at the bottom of the radiator? Is the Connector on the upper right of the Radiator, when standing in front looking down?

Ran the test. When I disconnected the connector that fan came on. Failed test 2. Just need to know what exactly is the No. 1 ECT switch. Is it the switch on the bottom of radiator?

See page 32 but yes #1 switch is bottom of the rad.

Did you look at the pdf at all? Page 9 and it shows up in other pages as well.
