00 side view mirror problem

No pics but its fairly easy to access and i think previous post on here shows the location.
It should be by the ignition cylinder on the right side/above it.
Mounted probably on the dash brace.

Need to take atleast the lower panel off on the driver side.

Getting the lower panel under the steering column is where I am having a problem. I don't know how to remove the panel so I can install the ECM. Any info about the removal of the lower panel would be very helpful.
