Default P0135 Code

My 1997 ES300 threw a P0135 Code and I changed the A/F sensor (Calif. emission car) with a new sensor and the heater resistance is good on the sensor itself however it still throws a P0135 code. Now I have to trace the circuit back to the PCM. I have a Haynes repair manual and it is not clear in the manual. I have searched threads and have not found any answers.
I have a few questions.
Is there a "dedicated" fuse for the sensor circuit?...... If so where is it?
Where is the plug for the sensor located on the PCM?...... And PIN numbers for testing would help.
Is there a relay that gets a signal from the PCM?...... If so where is it located?

Thanks in advance for any advice that may be helpful.
