Good afternoon all. I have a 98 ES300 with what I think is a strange issue with the power windows. on both the front and rear passenger windows their respective switches will roll the windows down but not up. However the driver switch will roll them up. Could it be both switches are bad or something else? Seems kind of odd both would exhibit the same issue

Sounds like the battery was recently disconnected. You could try this to reset the switches. Disconnect the negative battery cable for about 20 minutes, then reconnect it. Then go around the car and operate all the window switches (all the way down and all the way up). It should reset the memory and make all of them work normally.
Sounds like a power supply issue, a wire might be interrupted via short or break somewhere. This will be time consuming to diagnose but not hard just need a voltmeter.
This is not a likely problem but is the only thing that would explain your issue I can think of. The way the windows are wired, power passes through the driver switch to the windows as you press the switches, like a daisy chain. Each switch then has its own power supply wire for the "local" operation, which does pass through the drivers switch independently, it runs through the "window lock" button. You did check that right?
Mr. Booby this likely not an electronic/reset issue, the windows in a 98 are all old school direct wired windows (no auto-up) they are not run by electronic modules but simple wiring that connects +/- through switch operation.
