You're probably thinking of the power steering fluid. It can be changed by using a turkey baster. You suck out the fluid, fill, repeat.

Sure. You can buy one of these. Same goes for brake fluid flush, they make expensive machines for that as well. Or you can do the fluid swaps manually, or take it to a garage.
