Unhappy Bad check engine light??

I have a '93 ES300 and I am wondering about something. What is the quickest/best way to check to see if my check engine light is working?? I am trying to narrow down a problem (long story), and I feel like there is a problem with the CEL. If it does not come on, what should I check/do. I know I can take it somewhere to have the OBD checked, but was wondering if there was way to diagnose the CEL myself. Thanks for the help.

My 92 had the same problem. I removed the cluster to fine that the CEL bulb had been removed. When I put the bulb back in, magic happened. The CEL came on and stayed on. The way to check it is to look when you first turn the key to the "on", not "start" position. For the light to be functioning correctly, it will come on briefly when you do that. It should then go out if all is ok. Otherwise it will stay on and you can retrieve codes or your local parts store will do it for free.

The light can burn out, but more likely, was removed. It's easy to get the cluster out. Remember the two screws in the top of the bezel. Gently pull the bezel. Release the wire from the dimmer on the left side first. Then on the trip odo on the right. There's not a lot slack in that wire, but be patient and observe the connector to figure out how to release it.

Then there are four phillips trim screws at the corner of the cluster. Release the three connectors. White, gray, blue. They're pretty easy since the tabs are on the right. Hold the cluster up to the light to see which one is the CEL.

Thanks dacecil. I didn't even think to check when it's in the on position. Thanks on the removal tip too. Hopefully, it won't be necessary.

I checked out the cluster lights tonight, switched the key to "on" without starting the car and noticed no check engine light. Other than a bad bulb, is it possible that it has been disconnected, and how would I determine/fix that? Something is rotten in Denmark and I am just trying to pinpoint some things. Thanks, in advance, for the help!!!
