No such animal as "cheap HIDs".
I got a pretty good answer regarding a "Plug 'n' Play" HID kit in this thread.

The best thing in the world for an HID implementation is studying about exactly what you're doing first. I'm STILL studying at HIDPlanet.com.

omg no.
Blue HIDs are ILLEGAL in ALL STATES.
The blue light scatters more and with the non-hid projector set-up will blind everyone (and will blind yourself when driving in rain/fog)
I'd go for white (4300k) or with a tiny bit of blue (5000k)
BTW, you cannot get just the bulbs alone, you will need a hid ballast and wiring. You can look in the lighting forum for more info.

There's no such thing as a blue HID bulb.. cause it's fake. You're looking at tinted halogen bulbs that are crap compared to stock.

Yeah, you gotta get the whole kit. And if you wanna get a tint of blue, get 6000K or 8000k. 6000K is going to be more white with a little blue. 8000k is less white and more blue. These kits ain't cheap bro. But you could get a generic brand for about $150 or less.

I've got a 5000K (OEM-like color temp) HID Kit I installed on my car 1-2 months ago, hardly gets any use since recently I haven't had to drive around during the night. It is not one of the made in china kits and I haven't had any problems since installation. If you're interested, PM me.

Cool

just make sure you do a projector swap, or atleast modify your stock projectors by shimming the lenses out so that you can have a sharp cutoff with no bleeding.

I currently have 6000k and it definitly looks blue-ish. Any color temp above 6000k is not really an upgrade compared to the stock halogen bulb output (you lose 20% light output going from 4300k-6000k), you will increase your chances of getting a ticket the more color gets.

I thought he wanted a more blue hue than seen in 6000K.

He can't get away from the highway patrols with ridiculously blue lights, and the light output of anything above 6000k is not worth the upgrade.
