More information would be helpful. Is the check engine light on? How does the car run after it starts? Maintenance up to date? Also, what fuel filter did you change, the one in the tank?

The fuel filter is a wire mesh screen integral to the pump as I recall. How did you change it? Did someone open the gas tank?

he must be talking about fuel filter inside engine bay, not the mesh on fuel pump. If you changed your fuel filter and car doesnt want to start, you have to prime fuel system, get all the air out.
In fuel injected car you simply turn the key to ON position but DO NOT start your car. This activates fuel pump and it pumps fuel into your fuel lines, filter, etc. Do this several times and then try starting your car.

One possibility is that if the rear seat was removed to access the pump/filter, one of the SIPS connectors along the base of the c-pillars could have become disconnected. This will cause the PCM to disable the fuel pump. I had this happen once.
