Under car near water pump view...Is this a sign of bad water pump?

That looks like oil to me to find out gather some up and put it in water, assuming you can't tell by smell.

Looks like oil. Check your rear valve cover gaskets.

Looks like leaking rear valve cover gaskets as hypervish said.
