Low idle

Low idle
I am baffled by a low idle when warm. 02 ES300 that settles on an indicated 600rpm idle when warm and is slightly lumpy - if I feather the pedal up to 700 or 750-ish, it is smooth as glass. I can't fathom why.
In the last few years I've serviced virtually everything under the hood. IACV, MAF sensor, new iridium plugs, new valve cover gaskets and intake seal, new OCVs, SeaFoamed the fuel system a few times, new EGR valve, inspected/replaced all vacuum hoses, etc. I replaced a broken motor mount last year which greatly helped as that was making the idle a little rough, but it still has a slight shudder and idles at 600rpm regardless. I can't understand why, with everything humming nicely, the PCM dictates that idle speed.
