The seat weight sensor will turn the "off" light "on" if the seat belt is not latched. I get this frequently if I throw my laptop bag on the passenger seat. The only way to turn the airbag "on" is to have the seat weight sensor detect weight and have the seat belt latched.
So if you don't have anything laying on your seat while driving, this could be a faulty seat weight sensor or seat belt buckle switch. Same goes for if you have a belted passenger with the "off" light present.
