Horrible dealer experience, need help
Good luck with that, I assume the GM you talked to is Paul? Hopefully he can take care of it. I always got my Lexus vehicles service there since my friend worked there and it was great. Sad thing is I never bought a car from them. I tried a couple times but the process for me wasn’t good so I always went elsewhere.
A clarification....is the payoff issue you mentioned because your LX is a used vehicle the dealer took in trade and they are having a problem getting the title? Or is the payoff issue on a vehicle that you traded in and the dealer is having an issue getting the title on that vehicle? Or another issue?
Also, does your paperwork on the LX include a Bill of Sale?

It's possible your paperwork got lost in the mail or sitting under someone's desk in the TX DMV. They said they sent the paperwork. Was it certified mail? Ask them to prove it. Otherwise, do it yourself.

If the GM doesn't give you immediate satisfaction, you need to file a complaint with whatever board in Maryland issues licenses to dealers. Dealers must have a license to operate. Complaining to the licensing board is likely the quickest way to success here.
I'll be getting a call from Lexus USA on Monday and I will go from there.
At this point, I'm ready to call the state and going to a lawyer, 8 months is a bit too much
In the case of a new car, the factory MSO needs to be properly executed from the dealer and given to the licensing authorities to register the car. On a used car, a properly executed title must be presented. The buyers order or bill of sale is not adequate to title and register the vehicle.
also, i wouldn't expect a maryland dealer to get you texas tags and a plate. 
do you have a lawyer friend? might be time to get a certified letter to the dealer laying out the situation and what you want/expect to happen (based on what they committed to, in writing, not what you wish).

why does an out of state dealer have to submit paperwork to get it registered in your state. When I got the viper from cali, i brought the bill of sale, receipt to the courthouse, cali title/lien, signed a check for taxes and later got a texas title. Dealer sent me receipts and paperwork and I had to go to the courthouse myself.

Purchased a Vehicle Outside of Texas
A vehicle must be titled in your name within 30 days of the date of sale to avoid delinquent transfer penalties. Additionally, you must register the vehicle within 30 days of bringing the vehicle to Texas, and the vehicle must pass a Texas inspection before it can be registered. After having it inspected, take the following to your county tax office to title and register the vehicle:

- Registration fee (base fee of $50.75 for passenger vehicles and light trucks),

- Local county fees (up to $31.50)
- 6.25% vehicle sales tax,
- $1 Insurance verification fee
- $4.75 processing and handling fee

No call back from the GM for me so far.

I specifically asked TX DMV if I need to do that and I was told quote:" Unless youve been instructed by the dealer and was handed all the paperwork, you do it yourself, otherwise they need to file it for me.
So far all Im being told is that they have filed all the paperwork for me and just waiting, but 8 months is a bit of stretch at that point.
