The first thing, they took it in as a trade from a local woman, if I'm not mistaking.
I need to double check the paperwork I have, I'll do it once I get back home, but I'm sure it's there.

It's possible your paperwork got lost in the mail or sitting under someone's desk in the TX DMV. They said they sent the paperwork. Was it certified mail? Ask them to prove it. Otherwise, do it yourself.

I asked for the tracking number multiple times and was told they don't have it.
Right now I'm waiting for a call back from the general manager

If the GM doesn't give you immediate satisfaction, you need to file a complaint with whatever board in Maryland issues licenses to dealers. Dealers must have a license to operate. Complaining to the licensing board is likely the quickest way to success here.

I'll be getting a call from Lexus USA on Monday and I will go from there.
At this point, I'm ready to call the state and going to a lawyer, 8 months is a bit too much

In the case of a new car, the factory MSO needs to be properly executed from the dealer and given to the licensing authorities to register the car. On a used car, a properly executed title must be presented. The buyers order or bill of sale is not adequate to title and register the vehicle.

do you have a lawyer friend? might be time to get a certified letter to the dealer laying out the situation and what you want/expect to happen (based on what they committed to, in writing, not what you wish).
This. In the Philly area, if you cross the river to buy a car in NJ, they give you temp tags, and you have to take care of registering it in PA; I think some dealers will reimburse you if you do that, but I've never pulled the trigger on an out of state purchase.

Is there a problem with the title? Should not take more than 2 months, under the most extreme circumstances. Something does not seem right.

do you have the title/lien?

why does an out of state dealer have to submit paperwork to get it registered in your state. When I got the viper from cali, i brought the bill of sale, receipt to the courthouse, cali title/lien, signed a check for taxes and later got a texas title. Dealer sent me receipts and paperwork and I had to go to the courthouse myself.

Purchased a Vehicle Outside of Texas

A vehicle must be titled in your name within 30 days of the date of sale to avoid delinquent transfer penalties. Additionally, you must register the vehicle within 30 days of bringing the vehicle to Texas, and the vehicle must pass a Texas inspection before it can be registered. After having it inspected, take the following to your county tax office to title and register the vehicle:
  • Proof of Inspection (Vehicle Inspection Report)
  • Proof of liability insurance meeting State of Texas minimum requirements
  • The vehicle's odometer reading if it is required
  • An original out of state title or other valid ownership evidence
  • Proof of sales tax payment or current foreign/military ownership document
  • Completed Application for Texas Title and/or Registration (Form 130-U)
  • The following fees:
    • Registration fee (base fee of $50.75 for passenger vehicles and light trucks),
    • Title application fee of $28 or $33, depending on the county,
    • State portion of the vehicle inspection fee (up to $30.75)
    • Local county fees (up to $31.50)
    • 6.25% vehicle sales tax,
    • $1 Insurance verification fee
    • $4.75 processing and handling fee

I was told by TX DMV that they must do it, unless I was instructed by the dealer to do it myself.

Last time it took about 2 months to receive my plates and registration. I bought another Lexus in FL and all my docs came in the mail, again, including TX plates and registration.

Lien, sir.
I specifically asked TX DMV if I need to do that and I was told quote:" Unless youve been instructed by the dealer and was handed all the paperwork, you do it yourself, otherwise they need to file it for me.
So far all Im being told is that they have filed all the paperwork for me and just waiting, but 8 months is a bit of stretch at that point.

Try writing a bad review on DealerRater.com. Some dealers read those and take them seriously; I had one send me an Amazon gift card to get me to take down a bad review.
