You were right boost controller has to do with the turbo setup, basically you can manually raise or lower boost pressure in turn raising or lowering hp.

BPU = Downpipe / Exhaust / Intake / Boost Controller / BCC (Boost Cut Controller). With this you can boost 18-21 lbs on the stock twins no problem (might need a few extra octane points).
I watched my friend Neros hardtop put down something like 415 hp/ 425 ft/lbs on a beat up motor with over 145k Miles and these basic upgrades.
