There is another party to this labor agreement - the unions. Both the Honda and Toyota plants that build cars here in the US are non-union. Chrysler advertises "imported from Detroit" but builds the 300 in Canada. That meets the "Made in (North) America criteria, but it is not "Made in the USA".
