I ordered a set of Sevas wheels back in the day and the same thing happened to me. They said 2 to 3 weeks then it went to 9 weeks and cancelled my order. Luckily I bought the wheels through discount tire so they had to cancel not me. Thats why I never buy wheels online. If things go south or there is an issue once the wheels arrive its going to be a pain in the *** to get it resolved. I say cancel the order and get them from another company. The buyers hold the power so screw them
Open a dispute for your protection. Just open it and state the shipping time you where told, vs. how long its been. See what the seller replies with, but either way, you have it a case you opened before the deadline expired stating you still haven't gotten your wheels just in case.
Unfortunately, filing an "unauthorized charge" dispute on your CC on a payment made via Paypal violates Paypal's terms of service. When you use Paypal to make a payment, you are essentially waving the right to do a chargeback with your bank.
When your paying with Paypal and using a CC, they charge your CC and forward the money to the buyer. Buyer can then remove cash (Paypal Debit card) or transfer it out of their Paypal account. So the money is out of Paypal's control after this point. If you file a chargeback, and it goes through, Paypal has a high chance of being on the hook for the charges if the buyer already took the money out or transferred it out. So Paypal doesn't allow it.
In effect, Paypal dispute takes over your CC dispute rights.

ah but it is an authorized transaction, you can open a dispute for incomplete service/defective product./product not received as well. doing so (for my at least) got me my money back and still in good standing with stupid PP. (who told me the guy's account was empty).
Hope everything works out... I've ordered two sets of wheels through D2Autosport with no issues... Trust our Vendors!!!
