Yes, but even in Cincinatti, Donking is probably not just a black-issue. Hispanics also drive a lot of cars like this, and they are everywhere. Whites and Asians also own and drive them, but not as much.

(I'm somewhat familiar with Cincinatti, BTW....it was my late mother's home-town, and, today, several of my relatives still live there)

So lets be direct.

Donk cars are modified
Donk cars are modified by Blacks in Cincinnatti
Cincinatti has had recent racial problems with police
Cincinatti is a 'poor' community
Police want to enforce vehicle equipment laws
Police impound Donk cars only while enforcing vehicle equipment laws
Owners have to spend approx $1K to retrieve cars even after passing inspection.
Police gave no explanation before implementing enforcement
Donk community asks why target is solely on their back.

Point of article is maybe Police can go a better job with providing information to community about why they are being targeted when they are still healing from the recent riots.

ok, now lets go back to posting safety or style opinions.

I have a friend and he is portirican And has many of these types of cars. I do not like them but hey people don't like the GS either which I love. There is a shop in Newport though that is ghetto fabulousing ever 80's car into these donks and their way is not the safe way. Over sized wheels put more stress on the car? Ok yes but be-careful my oversized ccw's weight a considerable amount less my my stock 17's and my tires provide me with better handling in both wet and dry. To a point where it could be a life or death stomp on the gas and go or just spin like I would have with my stock tires. I know my GTO isn't a donk but still it has oversized wheels. The Lexus will too
