+1...but since you park in an apt complex...there are cameras there..or should be...check with the landlord and ask them if that area is under survelliance...and then if anything happens...you ccan nail those suckers hard!!!
i dont like leaving water on the guy who has the adjoining driveway to me even though he said "don't worry if you get my car a little wet, what's mine is yours, don't worry." so even when I do get some water on his car that I accidentally splashed, i'll take the extra 5-10 mins and wash that panel or side (if i was really careless), because i would hate if someone splashed water all over my car, whether or not it was clean. yeh i probably go overboard, but u gotta keep it civil with the neighbors, maybe they'll bake u a cake

it could be an accident but it's still your fault, period, coz' you did it. and the hose being too close doesn't give you the excuse to spray water on other people's cars. imagine people walk by your car and spit on it. ooops, sorry, you are just at the wrong place
