No. If that was the case, then the cops wouldn't wasting their time. Their job is to write tickets that will stick, not be tossed out by a judge. Even in the U.S. an obviously placed camera defeats its very purpose, although its very presence, to some extent, slows things down if people know where they are.
Now......if the cops were to actually ENCOURAGE speeding, for example, by publically announcing a period of lax enforcement, and THEN try something like that, then it would be another matter.....and it probably WOULD be entrapment.
