Are we sure about this law? (maybe its just california) but I have been to court before fighting a neon ticket and the judge said as long as the neon bars could not be seen from the side/front or rear that it was ok. Only the glow on the ground. Maybe laws have changed cause this was like 5 years ago.

if you don't turn them on of course it's ok, but if they are on, for sure you can see them from the sides at least (otherwise what's the point), and for sure that's illegal (again at least in cali).
like phil said, when it's parked it's ok, no one cares. and yes, led is no problem, tons of cars have led stock these days. but if you are talking about those blue or super white leds for side markers or so, sometimes they look too blue and they become illegal. so it's about color, not type

I was saying if the neon bars are tucked behind the frame so you can't see any light from the neon bar....Only light thats being emitted is onto the ground.
from what i've known-these are illegal, my friend (who has it on his celica) got a ticket for that not only that he also got a ticket because he has some inside the car-maybe it was just too bright anyhow the LED "puddle lights" which is usually located (assembly not visible) under a body kit/OEM lower panels (sides) in which are commonly seen on luxury cars (ie:VIPcars, big luxury SUVs, etc.) those lights only turns ON when u open the doors however some people somehow bypass it to stay ON while the doors are shut and/or in motion. i have noticed that those colored neons attracts too much attention (sometimes u can see a car with it from a mile away!) to every individual on the freeway-eventually it can lead to serious injury to someone, on the other hand LED puddle lights are not that bright (unless u make 'em) it just looks classy and subtle not too loud like ur tapping someone on the fwy and telling people that darth vader is passing by no offense, i love these accs. but i'm just thinking it might be a lil' too dangerous on the roads
