In CA, you will get busted if: You drive at night (at night because the lights can be seen better of course) with other accessory lights on besides the headlights and the exception of the side markers. You'll get busted for windshield spray lights, stem cap lights (tire stems), clear tail lights (all clear) and neons of course. Is is possible to get busted even for parking lights to be on (without the head light on) when driving. I don't know why the parking light thing but I think that's stupid.

you can install all the lights you want, just not with them on when the car is moving

nop, still can't do. the point is the light, not the bars. i guarantee you, if you drive in cali with the lights on, you will get pulled

With the questionable legality and potential hassles from the cops, why do you want these lights in the first place? Do they offer any real benefits, compared to legal systems, as far as driving visibility is concerned, or is this just something you want to look " cool " regardless of the law?

That's impossible to do with neons. Puddle LED lights on the other hand.....
