There are three adjustments.
You didn't say how many miles are on your RX or when the last time you replaced the shoes so...
Remove the rear disks one at a time and wash out the drum inside the disk. I use the water hose and then blow out the water with compressed air. You can use brake cleaner spray if you prefer.
Inspect the shoes. If there is enough material left on them then adjust them out with the adjuster in the bottom center until the rotor is difficult to put on because they drag. Then back off just enough to keep the rotor from dragging as you put it back on.
Same for the other side.
Then once the shoes are clean and adjusted out and only if that did not fix the problem should you then turn to the cable.
Where the two cables from the rear come together there is a turnbuckle that you can twist to shorten the overall length of the parking brake cable.

I imagine Salim, Hypervish, or Lexmex will chime in on how the cable is tightened exactly.

Please stop using the word "shoe". The RX has 4 wheel disc brakes. Terms to use are rotor and pad.

It's basically an old school drum/shoes that is cable actuated buried inside the rotor hat. I absolutely hate messing with them, but I think they are more reliable than the versions that use the caliper.
