Default Parking Brake Issue

Drivers side rear rotor is fused to the parking brake shoe. I looked thru the access holes in the rotor for a star wheel to draw the shoes inward, but I don’t see anything thru the holes at all. I’m thinking the original owner never had it adjusted as the parking brake wasn’t very effective. Any ideas on how to remove the rotor are appreciated.

IIRC there are 2 small holes. Make sure you’re looking thru the correct one. You won’t see the actual star but with a flashlight you should see the innards of the parking brake. I can’t recall if you roll the star up or down to decrease shoe diameter. Trust me it’s not fused. If it is your wheel won’t spin at all.
