My feeling is that, if a policeman is looking for an excuse to pull you over, that would be it. Why create the reason and stand out from the crowd? Oh, you want to stand out from the crowd?
from Wikopedia: "Blue is reserved for law enforcement, firefighters and EMTs. In New Mexico and Texas, tow trucks may have blue lights in combination with amber. In Texas, light construction and utility vehicles commonly use blue in combination with amber, though technically illegal. Alaska, Arizona, Colorado, Minnesota, and Nebraska also use blue lights on snowplows"
You might go for months or years without being stopped though.

I would recommend looking into the Putco 194 High Power LED bulbs and the Philips Blue Vision T10 LED bulbs. These bulbs are going to be crisp white in output and will be very bright.
Anything that will be pure blue in color output is not recommended and you will run into problems.

The worse off municipalities/counties/states are for money, the more likely it will be you fork over money for these in a residual manner.
