Transmission Solenoids Gone Bad?

Similar problem
I have a similar problem. 1990 LS400 114k miles. Been draining and replacing tranny fluid roughly every 7k miles (2 quarts, Toyota type IV) So at 114k miles I decided to drop the pan to clean the magnets and replace the strainer. Went fine, no problems, pan magnets were not even especially "dirty". Put on a new gasket, put in roughly 3 qts (after driving a bit to get it warmed up etc.) Measured using dipstick to hot level.
Now, the problem, when put in drive (or reverse), there is a small hesitation before the gear is engaged (with increasing rpm). Other than that car seems to shift fine when driven.
Any ideas? Clogged solenoid?

I would check the line pressure first but this requires a pressure gauge for the AT with an attachment.
The pressure should be around 0.4MPa selecting D / 0.6MPa selecting R at the idle.
A clogged / incorrect strainer, incorrect ATF, a worn pump or others will cause the low pressure problem.
