Arrow ls400 alternator or fuse issue?

1990 ls400 issues dash indicator lights come on when rpm falls to idle , battery/brake/rear lights/oil and more, replaced the battery yesterday and shop did a load test and faild, before I buy a new alternator can this be a alternator fuse issue? Btw all terminal ams wires are clean & sanded down. Picture attached. Cold start 12v idle is 11.85v thanks for the help.

Was the second photo 12.07V taken after the photo 11.85V?
If so, it's not the fuse. The alternator itself is almost dead.

the car has an IVR (internal voltage regulator) its the harness that plugs into the alternator. They havnt had EVR in many years man. we can all hope its external.

Both voltages are way too low. It should be around 13V on idle and at least 14.0V or a bit higher at 1500rpm.
