How does the cigar lighter have anything to do with the tachometer or any of these other dash issues?
Your USB phone charger must be causing the problem called EMI. Your charger must be sending back too much switching noise pulse to the +B line.
You'd better use a good quality one or add a good EMI filter if you are familiar to it.

Hello All,

My case is kind of tricky. If anyone can give me a hand I'll appreciate it.

The case is my 2001 RX300, I removed the cluster to confirm the size of the instrument gauges to by and replace them. I noticed that apparently past Owner made some jumpers in the circuit board, but in my interpretation this was because they've just wanted to jump some bulbs so buyer doesn't detects from start alarm signals in the instrument cluster (common practice in the D.R.). So I removed the jumpers and now my RPM and speedometer are just 270 degrees, I mean pointing gravitationally down. They doesn't even move at all.

Could it be possible that the jumpers are fixing this issue or it was just that I damaged something else once I removed it to check damaged bulbs.

Attached you may find some images.
