To read the ABS codes, you would need a scanner that can ready ABS systems. It's not like OBD2. Gas cap has nothing to do with ABS. Get the codes read, and write down the code and report back. The mechanic that you took to said you need a new ABS ECU, but he might be exaggerating. Best is to ask him for the codes to confirm or go to another shop.

Hello fellas..
I am struck by this VSC OFF, VSC TRAC, Check Eng and Swerve Car indicator on my 2003 GX470. I used to earlier also face this issue when the engine would take on the control of the accelerator and I wont be able to accelerate the vehicle and I would park the vehicle on an elevated place or do some such tricks and it would get back in order. But this time none of those things is working--and its been 6 days now since the machine is stalled . I then got the error codes checked and it came up with P2118 - Throttle Actuator. I had replaced the gas cap, disconnected the battery etc prior to getting the error code checked and now the mechanic say we need to change the Throttle Actuator. My question is that is he correct in his judgement?

This is a longshot but a similar thing happened to my 04. Only, this happened to me when I spilled a half can of diet coke onto the center console. This happened on a road trip so about an hour into the drive and a pit stop later, the lights never returned.
I don't know, it could help to remove the switches and to clean them with some Wurth contact cleaner and treat with some OL.
I don't know if years of spilled coffee and gunk has affected your switches. Perhaps, I am the only slob on this forum that spills drinks in their vehicles.

Thanks ROK and jaywkang. I am getting the Throttle Actuator part replaced today by a local mechanic. He found a used one from his sources. New one is about 800 Canadian bucks
Will keep posted how it goes. The error code P2118 prompted my mechanic to reach the conclusion of replacement of that part.

Apache -- the mechanic is ripping you. Here is the detail to your fault. And tell the mechanic to trouble shoot defects not just by codes.
The Fault code is right, but it has not come to replacement stage yet, the GX ECM has gone it fail safe mode, due to low voltage going into the Throttle Control System. Since it is low the The Engine output is low thereby cutting the fuel to the minimum and you are at roll speed, thereby the accelerator cuts at minimal speed.
Procedure.
1. You need to check the Fuse in the Engine Room Bay and check for ETCS fuse ( to locate check the underpart of the Fuse Cover for location) and check for continuity Before you check remove the battery Cable ( + Cable of the battery) . If OK then you need to check for wiring continuity from the harness stage and all components connected to the ETCS fuse.
Note:- if you happen to replace the fuse , then check the resistance between the wire harness side connectors ( before that ensure you remove the Positive Cable of the battery. After you install the fuse then you connect the Cable battery
