Lexus PCS doesn't prevent a crash, it mitigates one. That said it does work in most scenarios.
Currently the LS is the only Lexus with true pedestrian detection (designed for it). Available as the Advanced Pre-Collision System with Pedestrian Detection, able to detect pedestrians and other three dimensional objects in the vehicles path. Using two small cameras mounted at the front of the car that work in conjunction with millimeter wave radar, APCS is sensitive enough to detect certain nonmetallic objects ie people.
The new 2018 LS500 will debut Lexus Safety System+ and offer the Advanced Safety Package which features a world's first system with Intuitive Pedestrian Detection with Active Steering within the lane. With this system, if a pedestrian is detected in the lane ahead and a collision is imminent, the LS is designed to automatically brake and potentially steer around the person while staying in the lane.
The GS, RX, and the rest of Lexus models equipped with PCS mainly rely on detecting metallic objects, and activates when a collision is imminent. For the record PCS can stop an impact with other things besides pedestrians, Lexus won't say so (legality reasons), but they're working on perfecting the pedestrian silhouette before they start on other silhouettes (bikes, trashcans, etc..), whereas much of the competition will say their own systems stop everything.
