I could be wrong but I think the "earlier" version of PCS that is present on the GS up through 2014/15 can't bring the car to a complete stop, but "APCS" can. I have no direct references for this; this is completely out of memory from what I remember reading over the past couple of years, and I could be wrong.
It also can't bring the car to a complete stop when using the DRCC function, because DRCC turns off if speed falls below 25mph on older GSes. Newer models can do this though apparently.
