Back up camera off center
Hi
Today when I was backing up my car, I find the back up camera seems off the center. The license plate did not shown in the screen before. And there are two black spot at both up side Conner. What is your back up camera shows on screen.

I've not had a reason to look at my camera, but I would see if there is a way to adjust the mounting position. There are probably screws to move it up, down, and side to side. Maybe you hit a bump and dislodged it.
Also check to see if your license plate has been moved up somehow.

With my camera, I do not see any of the license plate or license plate frame, but the view is still basically the same as what shows in the picture posted by the OP. I suspect that, if the camera is adjusted at an angle just a few degrees differently, it would make the difference as to whether the license plate showed or didn't show.
In any case, the lens on the camera is essentially an ultra wide angle lens that is intended to have a very wild field of view, and, if the license plate frame is visible, that is just an indication that the field of view is wide, as it should be.

First of all, the image from our ES is very similar and also shows the license plate. I don't see any visible adjustment screws so I suspect this is something you will need to take up with your dealer.
I am a bit curious though. I am wondering why you see this as improperly adjusted or why you believe it's a problem. You can see the full height of the vehicle behind you so it doesn't really look like you would miss much except for perhaps the tops of very tall vehicles that are quite close.
I suspect the default adjustment is purposely aimed low to watch for toys, tricycles and that sort of thing behind the vehicle. It is just my opinion, but I would bet the angle you are seeing is accurate per the design intent.
If there is an adjustment to raise the angle a bit, I have to wonder if it won't just increase the spots in the top corners which appear to be part of the trunk lid. You may not gain as much additional vertical view as you might think.

Go to your dealer
If you truly believe that your back up camera is out of alignment, go to your dealer to have it adjusted. It is set at a specific angle for a reason. I suggest reading the "Lexus parking assist monitor" section in your Owner's manual first.

After I read your question regarding the position of the rear camera, I went out to check mine as well. As previously stated here there are no visible means of adjusting the camera. However, I also found that one can select different camera positions to view. If my memory serves me I think it was three different views available to select. I just found this (after almost 3 years) due to checking the OP complaint. It's on the bottom of the screen.
