Can I use T-IV for my Power Steering?

You most certainly can use this. However, I'd suggest using something a bit better. For years I have been using Mobil 1 ATF and have had no issues with this as my power steering fluid.

Type IV is a modified Dextron so you are good to go -- were the 98 ES's still using the straight Dex?

Mobil 1 is a synthetic. It's got a bit different chemistry from Type IV, which incidentally is a Mobil product known as 3309 ATF. I find the Mobil 1 ATF lasts longer and keeps its 'feel' over time in the wheel. Also, I have never had any kind of leak or other PSF issue and don't know of any friends who have had one using Mobil 1 ATF or some other synthetic. I put the M1 ATF at the lighter scale of the synthetic ATFs out there in terms of viscosity, but that gives a good feel on the wheel, nothing heavy.

All transmission fluid is technically synthetic -- it was originally whale oil.
From all accounts the Mobil 3309 is the same product as the type IV -- as it is discussed as being made for new car manufacturers. This is different then being "compatible" or "meeting specification" -- they evidently make the product that is then packaged for resale.
I have no idea if they make the fluid sold as Type IV in the USA for Toyota - Toyota I am sure like all manufacturers gets its fluids from many companies. The Mobil product is not available everyplace and with the Toyota product so reasonably priced -- I just use the IV from the dealer.
The compressibility of the fluids are the same - I'm not sure how this could changes the dynamics of the system ...
But -- many feel all these fluids are the same ............ so why does Mobil make 3309? ......... Because, they are not all the same.

I don't think anywhere on the Type-IV bottle does it mention ExxonMobil.
However, when I was in Mexico and would use the stuff (there wasn't a readily available better alternative, so the Toyota dealer was where I got this stuff), the Type IV fluid had a sticker on the side saying it was Exported by ExxonMobil and Imported by ExxonMobil, S.A. de C.V. (their Mexican affiliate). This picture was taken in July 2007.
