Only way to fix is to get a new windshield. They have glass cutting / polishing kits but I dont know if it will fix it if its too severe.

You may want to contact your insurance company and they may replace the glass at no charge if it's a hazard.
If it's on the inside I'd spray some Windex or other glass cleaner on a cloth and hold it on the build up for at least 1 - 2 minutes. If that doesn't work you could use a clay bar on it or an adhesive remover (ie 3m). If its on the exterior I'd suggest trying to clean it with the Glass Science Glass Scrub. If that doesn't fix it, then the problem may be too deep and require a glass polishing or replacement as mentioned above. Hope this helps!

If the glass is not tinted, try using a clay bar and some lube. I'd cover the dash well to avoid any drip mess.
Other things you could try would be a better glass cleaner than Windex and use a new short napped microfiber towel. Try Stoner's Invisible Glass or Meguiar's NXT glass cleaners.
Clay also works well on the exterior glass and will remove road film and tree sap.
I usually clay the paint then move on to clay the glass and finally the wheels before disposing of the used clay bar. Clay bar kits including the lube are available at most automotive stores and even some Target and Walmart stores for under $20.
