The cars worth maybe $4k. Cut the springs as see how you like it.
All this, " it'll ride thike crap" is nonsense. I've been in many a ride with cut springs that rode just fine. That being said, you cut too much and it will ride like crap.
My $0.02 buy a set of used Megan's (~$500) and call it a day.
Hydros done right will definitely cost at least $2000. I was comparing both systems before I went air.

Cutting is only dangerous if you cut too much off and then are no longer captive.
Heating springs is common practice. Only bad experience I've ever had is they tend to sag over time. Which would probably happen quite fast given the weight of the car.
$500 for a second hand set of coilovers would be the go. Just make sure they are good to go as rebuilding can cost alot more than they are worth.

the amount of money you will save by doing it right the first time will be far less then the amount you will spend when you damage suspension parts or possible crash your car.

Id you heat your coils they will not stop lowering/compressing. Cutting will remove part of the spring, removing part of the comfort. I have a set of df210's ill sell for about 20 + shipping

If you want to go low on 18s you're gonna need some good coilovers. I have Stance GR+ on my G35 and those things can lower my car to the ground on 19s.
Just look around in the marketplace I'm sure you can find a good deal.
