New 19 inch rims with different offset from OEM. DO I need alignment?
I got 19 inch forged rims for my 2013 GS F-sport and the offset is less and the wheels sit out more from the center. The tire size are the same. Do I need a re-alignment with the different offset? I feel my car wanders a bit at higher speed with and without crosswind then before.

Alignment won't change because of the different tire and wheel sizes. Camber and caster are measured in degrees, toe can be measured both ways, but most measure in degrees as well.
That being said, might not be a bad idea to have the alignment at least checked though...

I'm on my fifth car with aftermarket wheels and I've never got an alignment for them and no one has ever recommended that I get one for new wheels. you might have needed it before but the new wheels have made it more noticeable.

I agree with your assessment. The bad roads must of put alignment out of spec. The 18 inch winter set and the thicker winter tires made the car track better but less sensitive to the road crowns, etc while the wider and larger 19 inch summer set makes the out of alignment more noticeable.
