I'm considering lowering my 2000 GS but my major conern is how it's going to ride. I want to maintain a smooth ride and [B]every[B] vehicle that I've ridden that has been lowered rides extremely rough. Personally I think one of the best features about any Lexus is the ride. Can I lower my car and still maintain a quality ride? If so, what supension package would you suggest?
whats your long term goal/direction for your car?
how low do you want to go?
what's your budget?
do you want spring/shock combo?
do you want coilover system?
determine those ?'s and then you should be able to move forward.
I find its not the lowering that kills the ride but the heavy low profile tires. I am lowered 2" and the ride is great with the winter tires on. When the 19's are on the ride gets a little rough on the bumps but rides smooth otherwise. Looks to good for me to care.

i agree with the tire differences. there's quite a difference when driving on 45 series vs 35 series/front and 30 series/rear on mine. when i'm on my stocks, i fly over almost everything!

Bingo.
On my setup (eibachs with KYB struts) and the 18s my ride is definitely more harsh than stock. With the stock 16s its much less noticeable.
