Default Chrome peeling

Hey everyone. Normally I'm in the ES threads, but my brother just got a 99 GS400 with the stock chrome 17s. Two of the tires are leaking air and I went to Les Schwab to get them checked out. Apparently it is caused by "chrome peeling" and the guy showed me how bad the chrome was peeling on the inside, preventing a good seal.

Could this really be the cause, or is the guy just trying to convince me to buy new rims? Is it possible for me to remove all of the chrome and polish/paint them myself? I've heard powdercoating is the best way to go about this, but is expensive, so I might as well just buy new rims correct?

I'll be searching on wheel recommendations when I get home tonight, but I'd like to avoid using spacers and anything under 45s for tires. Also, how come there isn't a wheel sticky yet?
